Scouting was founded in 1915 under the Austro-Hungarian Empire.
As part of Yugoslavia, Bosnia-Herzegovina was a founding member of the World Organization from 1922 to 1948.
Scouting in Yugoslavia was disbanded by the Communist Regime in 1950. Bosnia-Herzegovina rejoined the World Organization in 1955 as a part of, The Scout Association of Yugoslavia.
Bosnia-Herzegovina is divided into two sections as a result of the breakup of the former Yugoslavia followed by the war in Bosnia-Herzegovina. The two are called: the Republic of Srpska and Federation of Bosnia and Herzegovina. There is one Scout Association in each section. Both Scout Associations have agreed to work together to form a federation and join WOSM together. Both Scout Associations will meet to finalize matters, which will be presented to WOSM for consideration of membership. It is quite possible that they may be accepted as full members before the end of 1999.
The two Scout Associations will form the "Council of Scout Associations in Bosnia and Herzegovina". The purpose of this council, is to represent both Associations in WOSM. They will both be able to participate in world events such as World Jamborees, World Conferences and a variety of other activities. The goal of this "Council" is to work towards merging into one Scout Association when the political situation in the country is more stable.
Both sections of Bosnia-Herzegovina have a population of Muslims, Croatians and Serbs. Each populates a certain area. Each of the Scout Associations has Muslim, Croatian and Serbian members.
Scouts are leading the way for peace, understanding and healing. The belief that "a Scout is a brother/sister to every other Scout regardless race, religion or nationality", is being practiced. Both Scout Associations have all nationalities and religions and Scouts are being taught to respect it, regardless of what has happened in the past.
At the World Scout Conference in July 1999, Bosnia-Herzegovina was accepted to full membership in WOSM.
